Liz’s top fiscal priority is budget transparency. She will apply zero‑based budgeting at the start of the next quadrennium: every dollar justified with no automatic baseline increases. Every inefficiency gets identified.
A review of the current budget reveals QAC is more dependent on its locally-generated tax base (income and property) than the majority of Maryland's counties. She will apply tireless energy to find the grants and the financial support to offset the impending unfunded mandates coming from Annapolis.
She will vote to end the commissioner lifetime health benefit.

Responsible Growth
"Ensuring proactive planning, not reactive management"
Building permit revenue is already budgeted up sharply, which means the county is anticipating development activity, but the infrastructure needed to support it has not been funded.
Liz supports the moratorium on residential growth in Districts 3 and 4 and would argue for its continuance until residents can be heard at the polls.
The Adequate Public Facilities Ordinance is the county's primary growth management tool, but it doesn't apply to incorporated towns, where pressure is intensifying. Liz will push to strengthen the APFO, close that gap, and hold all development to the Comprehensive Plan.
New commercial growth should be directed to existing vacant properties.

Economic & Safety Crisis
"Enough is enough"
Traffic in Queen Anne's County is not just an annoyance; it is an economic and public safety crisis.
It costs workers their time, small businesses their customers, and tourists their patience. When an ambulance is stuck in a Route 50 backup or a parent is racing to the hospital with the bridge and our backroads backed up, seconds matter.
Liz is already identifying solutions: local law enforcement at predictable choke points, roundabouts where traffic signals create gridlock, traffic calming measures, traffic and speed cameras for safety, improved signage, and better coordination with SHA and MDOT.

Closing the Gap
"Connecting all of our County"
Digital connectivity is critical for a strong future. The broadband buildout must be finished, and be expanded to include fiber and satellite options. Every household should have reliable connection to each other, to our county, and to the world.
Closing the gap would also ensure that all residents have access to telehealth and remote medical specialist consults.
Connectivity also means expanding two-way communication between the citizens and the commissioners who serve them, and Liz would introduce plain language summaries of decisions, and town halls to facilitate real dialogue.

Protecting our waterways and farmlands isn't just right for the environment; it's essential for every livelihood, property value, and quality of life in this county.
Liz will expand public water access, defend working waterfront zoning for watermen, oppose developer-driven rezoning of productive farmland, and support landowner-led transitions to solar.
She will support wetland buffers to address flooding and demand road improvements as a condition of any new Bay Bridge plan.
The wastewater moratorium should be extended until capital funds are committed to real solutions.
HEALTHCARE ACCESS
Quality Care Close to Home

The new Easton hospital will be an asset, but a hospital 35 minutes away is only as useful as your ability to get there.
For QAC residents, healthcare access and transportation are inseparable: a traffic backup during a medical emergency is not an inconvenience; it is a danger.
Liz's priority is to attract primary care, urgent care, and essential health services to QAC using existing tools like rural certifications, federal subsidies, and recruitment incentives.
Bringing back adult day care and expanding County Ride are also priorities.

Liz is dedicated to securing the funding and tools our schools deserve to foster excellence. She will champion modern classrooms and expanded opportunities, ensuring every student in Queen Anne’s County has a clear path to a successful future. This includes building county-based trades programs in the maritime and agricultural sectors, and supporting health career pathways in our schools and in coordination with Chesapeake College.
Education funding would attract young families and workers by investing in a strong future for all.

Liz is committed to keeping QAC affordable for every family by prioritizing fiscal responsibility and smart spending. By balancing our budget effectively, she ensures that our residents can thrive without sacrificing the essential services and rural character that define our high quality of life.
Liz will call for an audit of housing regulations and the approval process to reduce confusion and the costs that get passed on to buyers.
But making QAC more affordable means more than housing. It means attracting essential services (childcare, healthcare, grocery options) that reduce how far residents have to travel for the basics. A county where people can live, work, and access services nearby is a more affordable county.
